has been considering 是现在完成进行时
having been considered 这个根本就是不对的,即使是have been condidered 也是一个完成时的被动语态（Be +动词 ed 或d）
have(has)been v+ing 现在完成进行时的been 是be动词的变型,因为它在have的后面,一旦牵扯到完成时态,所有紧挨着have的动词都要用V+完成时态结构.
1.have+动词完成时 = 完成时态
