with后一般加代词,名词或不定式.
很明显with girls as well as boys( )to go to school放在整个句子的句末,用来解释说明他们如何致力于发展教育,而这个with的结构用的是with+名词（girls as well as boys ）+to do sth,所以分析完句子结构就好办啦 .整个 girls as well as boys( )是个名词成份,因此后面括号里的是用来修饰girls and boys,修饰名词的一般是形容词,副词和名词,因此有be动词的全部排除,选encouraged.
其实做with结构的语法题目时,一般都是with her face red,with doing sth,with sb to do sth这样的结构,所以有be动词就排除.你只要记住with后不会加一个完整的句子,是没有谓语动词的,做题的时候你可以试着把with去掉,如果后面的能构成一个独立的句子,那就不要选.
以上是我的做题感觉,说的有点乱,其实我语法也不行,但是看多了语感就有了,一看就知道选哪个了.小朋友没事可以多看看英文原版的小说,比如说harry poter什么的,又有意思又能学英语,死磕语法太枯燥了.
with后面跟名词，被鼓励去学校这句话是修饰女孩和男孩们的，过去分词做定语修饰男孩女孩们。
